Provider presence is not the same as resilience
SBMA's current Cost of Doing Business page lists PLDT, Converge, Smart and Globe as telecommunications and internet providers in Subic Bay Freeport. SBMA also promotes the Freeport's telecommunications and utility infrastructure.
For a BPO operation, the relevant question is whether the specific building and network design can survive the failures your customer cannot tolerate.
Verify the last mile
Two ISP contracts do not create redundancy if both circuits share the same duct, pole route, building entrance, riser or upstream dependency.
Ask each carrier to document:
- service availability at the exact address;
- physical building entry point;
- last-mile route diversity;
- handoff and demarcation location;
- committed bandwidth and contention terms;
- restoration targets and escalation process;
- installation lead time;
- options for temporary service during build-out.
Then compare the answers to the building's actual telecom pathways.
Design failover for production load
A backup link that works for email may not support a live contact center.
Test failover under realistic concurrency, including voice, VPN, cloud applications, monitoring and remote management. Automate routing where appropriate, but keep a manual recovery procedure for failure modes the automation does not handle.
Power continuity
Document the chain from utility feed to endpoint:
- building supply;
- generator capacity and automatic transfer;
- fuel autonomy and refill plan;
- UPS runtime;
- protection for network, servers and voice infrastructure;
- cooling during utility interruption;
- maintenance and test schedule.
A generator does not help if critical network or cooling components sit outside the backed-up circuits.
Physical and building operations
For 24/7 operations, verify:
- after-hours access;
- guard coverage and visitor control;
- CCTV ownership and retention;
- loading and equipment-delivery access;
- HVAC availability outside ordinary office hours;
- fire detection and suppression;
- evacuation and emergency communication;
- flood, storm and site-specific environmental exposure.
Cybersecurity is part of infrastructure
Network design should support identity, segmentation, logging, endpoint management, secure remote access and customer-specific controls from the beginning.
