The cost model is bigger than wages and rent
A useful BPO budget separates statutory floors, market prices, project-specific quotes and risk reserves.
That distinction matters because a minimum wage is not a BPO salary benchmark, an indicative lease rate is not a final facility cost, and a carrier's presence in Subic does not prove that a particular building can support redundant service.
Current wage floor: verify against NWPC
As of this page's review on September 8, 2026, the National Wages and Productivity Commission lists the Region III non-agriculture minimum wage for Zambales at ₱600 per day after the second tranche of Wage Order RBIII-26 took effect on April 16, 2026. The Region III matrix also lists ₱590 for the applicable retail/service category and ₱570 for agriculture in Zambales and the other named Central Luzon provinces.
For a BPO model, use the current NWPC figure only as a legal wage-floor reference. Actual compensation must be researched by role, shift, language, experience, technical skill, benefits and retention requirements.

Compensation model
For each role, budget:
- base salary;
- statutory employer costs;
- night differential and overtime assumptions where applicable;
- allowances and incentives;
- health or other benefits;
- recruitment cost;
- training time and trainer capacity;
- attrition and replacement cost;
- supervisory and quality-assurance overhead;
- payroll, HR and compliance administration.
A model that assumes 100 productive seats require exactly 100 employees is usually incomplete.
Property and occupancy
SBMA publishes indicative land lease rates, but a BPO office budget normally turns on the specific building rather than raw land.
Model:
- office rent and escalation;
- association/common-area charges;
- security deposit and advance rent;
- fit-out and professional fees;
- furniture and acoustic treatment;
- structured cabling and network rooms;
- fire and life-safety requirements;
- HVAC, especially for night shifts;
- backup power and fuel;
- parking and transport implications;
- reinstatement obligations.
Connectivity and communications
Budget the architecture rather than one internet subscription.
A resilient operation may need two carriers, physically diverse last-mile paths, redundant edge equipment, separate power sources for network devices, mobile or wireless contingency and enough capacity to fail over during peak load.
Ask for building-specific surveys and written proposals before treating redundancy as available.
Technology and security
Depending on the work, include:
- endpoints and spares;
- identity and device management;
- firewalls, switching and Wi-Fi;
- endpoint protection and monitoring;
- backup and recovery;
- telephony/contact-center platform;
- productivity and collaboration licenses;
- logging, vulnerability management and security testing;
- compliance tooling required by customers;
- asset lifecycle and replacement.

Professional, corporate and compliance costs
Do not hide setup work in “miscellaneous.” Depending on the structure, model legal, accounting, tax, payroll, registration, permits, insurance, banking, data-protection and immigration/work-permit workstreams.
Contingency
Create explicit reserves for:
- recruiting taking longer than planned;
- fit-out changes;
- carrier installation delays;
- equipment lead times;
- customer security requirements discovered late;
- exchange-rate movement;
- transition overlap;
- unexpected liabilities in an acquisition.
A contingency line is more useful than pretending all assumptions are equally certain.
